If the belt is not on at this point, you can keep the cam tools in and just mount the crank holding tool in a position so that you move the crankshaft minimally. You do have some play in crank to play with before the pistons start to kiss the valves. Can't say how much though.
You could probably move the crankshaft by hand very slowly and get a feel for when the first piston hits a valve and then back off from there again and go the other way.
