My local parts store only had the seal-install tool so this is what worked for me.
Using a center punch for starters, I gently drilled 1/8" hole on either side. Don't freak seeing a little metal shavings getting there, that's in the seal and retaining spring. There's about 3-4/16" space from the face of the seal to the seat.
2 #8 sheet metal screws nicely did the job without injury to the surrounding race or shaft. I'll repeat the process for the cams.
