Your supervisor is not admirable, they are weak and ineffective. Failing to take action after the first incident can be excused, there is absolutely no justification for failing to take action after three occurrences. I have been a supervisor before and have had to deal with situations very similar to this.
Your manager has clearly shown who's opinion they value. Leave now before this situation causes you any more distress, or report both the boss and co-worker for harrassment, or do both. The best response is option #3, but you are the one in the middle, you will have to decide.
