I'm in charge of 15 people.
You could ask the manager if you could have permission to treat the other employee in the same way, using specific examples. Not that you intend to, but their answers would give good insight into how your manager does or doesn't do their job.
Ask for your comments or complaint to be put in to their file. Probably your manager is not giving adequate time or thought to the matter as they are keeping very busy, probably not differentiating between what is urgent and what is important.
Ask the offender to email you his bad and unprofessional language. Most people find it easier to get inflamed online than in person. Save a few up and send them to your manager and/or their boss.
If the other employee is just crude and unprofessional as a matter of upbringing and style, there is probably not much you can do about it - they have to affect the change themselves.
If they are bothering you because of an ego problem, there are probably things you can do to knock their ego down a notch or two without getting in trouble, but be careful and creative.
A third type of bothersome person is one who will push others around like a bully because they don't have sufficient respect for their peers and aren't resisted. In school, I would have discretely (so as not to get in trouble or tarnish my reputation amongst the faculty) borrowed their methods just once to show them to not push me around and to respect me. Then they would pick on someone else. However, "lowering yourself to speak their language" would not go over well in the workplace.
