Write down a plan of how you like to get this situation over with. It all depends on your plan. You have many options amongst which are:

1. Plot a plan to get your "co-worker" disciplined and off your back.
This is considering your manager is un-biased to either one of you two.

2. Plot a plan to get your "manager" disciplined and off your back.
You should never work for a person you don't respect. By the sound
of it your boss' policy is working against you and that won't change
any time soon. I encourage you to use effective communication measures
with your boss. Don't just drop by his office. Initiate discussions
through emails and keep records of his action. Demand that he responds
in writing. If that doesn't work, get HR involved. HR is your friend.

3. Simply walk off the job. Negotiate a severance package.

At the end of the day you need to do what's best for you.
I had an unfair Boss for two years and despite being the top performer on my team he did not help me with my career development goals. On the opposite, he facilitated promotions to people he liked (from his native country, etc ,..). A long story short, I lost all respect for him and stepped over his head, got him demoted and will soon be fired. I work for a rather giant telecom company so the process might be a little different than your case but nonetheless, write down a plan and execute it.
