Punting the problem back to the employees is a poor excuse for leadership. Sometimes problems ARE caused by one party, and a failure to acknowledge that really calls their judgement into question. Presuming the problem is something that your manager can sort out, I'd give them another chance to do so. Baring that it's probably time to look around for a new job or at least a new position within your company. If your manager is unwilling or unable to support you over a what I'm assuming is a relatively trivial matter like this, can you really count on them when times are tough?
