Of course you can disagree. My feelings are that the issue is not whether the fireworks themselves are legal or not, and it's certainly not whether it was a bright idea for the kids to do what they did either.
What if Tito had been driving along in the winter with his window partway down and a lucky snowball sailed through the window and caused the same damage? Still the same lack of judgment on the kid’s part, still a similar potential danger...but not illegal. Then what, the parents don't need to be "taught a lesson" in that case because they didn't furnish the snowballs? Or the entire family still needs to be taught a lesson because the parents weren't outside babysitting and watching everything that their 15 year olds were doing? Yes a parent is responsible for their children's actions but at what expense to the entire families livelihood/quality-of-life when no real damage was done (luckily)?
Considering that no real damage was done the only real reason to pursue some type of "justice" against the family would be for greed or pay-back. The idea that "those kids need to be taught a lesson" is almost legitimate except that you're assigning adult real-world blame to the parents for their kid's stupid action (that ultimately didn't cause any severe lasting damage). Do you think the parent's told their kids to go launch fireworks at cars in the street?
Yes there are grounds to take the case further, and I know that I'd be super-heated steamed if put in that situation (I've chased kids that launched a bottle-rocket that blew up outside my open drivers window, and I've chased kids that hit my car with a snowball, scares the pants off you when something like that happens), but at the same time---what good would it do anyone? What harm would it do? And who put you (the figurative you) in-charge of distributing punishment to an entire family just to get-at their stupid kid?
But, maybe I'm old-school...I know I've received/given more than one black eye under different circumstances and just sort of figured that I/the-other-guy deserved it at the time. :)
