with the authorities, and it is one of the broadest and most arbitrary powers found in our govenmental system. The power not to prosecute except when they feel like it. But, if the cops you called did not take action, then one can usually go up the chain of command in seriatim to the chief and ultimately usually to the state attorney/district attorney. 2. For civil action, most plaintiff's negligence attorneys will talk to you for free. It is a specialty, and they think differently than the defense/insurance counsel. Someone local to the incident, and who could tell you maybe where to pull the levers for some juvenile or criminal action. The standard of care with a dangerous instrument is often not negligence but rather strict liability. This will vary with state jurisdiction. The talk is free, and you do not have to take any action if you cool down later. Still, being held responsible and accountable might be a good character building lesson for both the kids and the parents who allowed or fostered the anti-social activity.
