I guess I missed it. throwing snowballs at moving car is not an accident. pinching one's finger in drawer is an accident. Heck, if me or my kids slip and fall, I even consider that as an accident. (unless oil was placed intentionally).
to me, you made it sound like as long as nothing illegal was involved, there is nothing a victim can do.
so please clarify your point about the snowball. Who cares is parents is the one making the snowball or not. If they don't teach their kids that causing harm to others is wrong, and can't and won't control their kids, than they need to be tought a lesson that rest of the society won't stand for that.
it's easy to become a parent, but difficult to stay as one, and seems that these kids parents stop being one while back...
