Did the kids apologzie to you? From your story, the parent seemed kind of blase with the situation.
You have a right to be angry, you practically lost an eye! I would press the police to file charges against either the parents or kids. If they won't file charges, then I would request an officer visits the house to issue a warning. At the least, the parents should be charged with possession of illegal fireworks. A lesson has to be learned here. I'm worried the kids haven't learned a damn thing from this incident and will do something dumb in the future that will hurt or kill someone.
I used to be one of those kids when I was young. I learned my lesson when a cop indicated to me that he would haul me off to jail if he ever saw me again.
Try to negotiate with the parents to compensate you for your medical treatment and glasses. If they refuse to, then take them to court.
