Our accident reconstruction expert "CrNiFe" will no doubt have better info to add than I, but my understsadning is that most experts go by the assumption that the average driver can get out of an understeer condition MUCH easier than an oversteer. Hence - add the traction to the rear. If the rear end breaks away your average driver panic turns away from the skid rather than into it, making things worse. I've heard it said that nearly all cars today are actually designed to understeer for safety reason. If your rear braking traction is bad there is a good chance the back will want to become the front in a hard stop.
