You can read some other threads here on this issue. The tire companies and some of their dealers are now promoting "best tires on the back". Their basic theory is that more people can handle understeer better than oversteer - so having the front break loose first is what they shoot for.

Personally, I think it's nonsense. True, most people don't know quite what to do if the rear starts to come around. Hoewever, if the front breaks away, you can't control where the car is going at all, regardless of the rear's location. At that point, what the rear is doing doesn't matter much.

With snow tires, it's even more extreme. You want the newer, grippier tires in front where they can dig in and get you going. If you aren't going anywhere, it doesn't much matter what the rear of the car is doing.
