Dunno, I was a wee lad in the late 70s so no first hand knowledge :)
But sure, personal computers didn't serve much purpose for normal people in the 70s and were very expensive. I recall getting a 486 DX2 66 MHz for $2k or so sometime in the early 90s, pretty nuts that something orders of magnitude more capable is $500 now. Progress is great.
But I don't recall the government giving out tax refunds for computer purchases, or different refunds for different types of computers. The unbelievable improvements in performance coupled with decreased costs happened without government intervention. Computers naturally became more attractive for consumers as prices decreased and capabilities increased.
Digital cameras too, the first ones were pricey and stunk compared to film, but the companies making them stuck with it. Don't recall any government intervention there either. Same with HDTV. The list goes on.
