I think it has as much of a chance as any other undertaking with hundreds of variables and some random luck has, which is somewhere from 0 to 100 percent! I can't say with certainty that it will succeed, and you can't say with certainty that it will fail - there are just too many variables.
I think your "No mass market, no business" argument is completely specious. The company I work for has kept ~50 people employed for well over 20 years, yet I don't think we've ever sold more than 25 of anything. Does that mean my company has "failed"? I'm still getting a paycheck every 2 weeks and so are a bunch of other people.
I will however admit the bar is a bit higher for a car company and perhaps that's where the problem lies. The level of technology and features needed to compete in the "mass market" requires a ton of engineering resources. So either you have to generate the income to support those resources, or compete in a different segment, which can work if done right.
