That is taken just east of the "Old Hwy 40" Summit, only a couple miles south of what is now Donner Summit on Hwy 80. That is Donner Lake in the picture and yes, the picture is "looking" east over Truckee (far side of the lake) and towards Reno (located beyond the top-left corner of the picture). I live just over the pass on the west slope in Nevada City, CA.
Although a goo picture of Hwy 49 would be closer to home, I am having these crazy longings for winter to come and some good turns on my skis (like the ones in the foreground of the picture) so I went with the snow shot. It looks like maybe that picture was taken last year or some other year when snowpack was dismal.
