By comparing it against "models" (where they differentiate between things like the Civic hybrid and the plain Civic) they can include boutique cars and ultra luxury cars. An irrelevant statistic. Gimme Volt sales as a percentage of all car sales. Also sales vs. other cars in the same price range. Then compare to cars that are comparable in terms of utility. It won't look so good.

I say this as someone who actually kinda likes it but hates the huge tax credit. Any time the government shells out tax credits for luxury goods you know something is wrong.
