Lithium-Ion batteries lose about 20% charge capacity (not charge, but charge capacity) every year if kept at room temperature. High temperature causes even faster loss of charge capacity. What owners of Volt need is not a charge station but a giant fridge, so they can park their cars in low temperature in order to prolong battery life. Halving effective range on battery every 3years (or even shorter if parked in the sun like normal cars) is no joke.
