1. So long as the battery technology is Lithium-Ion, the plug-in criterium is entirely artificial and irrelevant. Yes, that includes Volt, Leaf as well as the PHV marketed under the brand "Prius PHV" that has an entirely different battery technology from regular Prius. Lugging around a hugely expensive battery that decays 20+% every year makes the whole approach untenable. What people want is high fuel economy. That means regular hybrids are very much relevant to the discussion.
2. Saying that Volt is less expensive than Prius is intellectually disnonest on three different levels:
a. Even the Prius PHV, which is not Prius (the term used in your statement) is less expensive, by about $8000. "Comparably equipped" is not a possibility as the Volt can never get 50mpg on long trips when the ICE is engaged, nor is it possible to have the kind of resale value of Prius.
b. The real Prius costs almost $20k less than the Volt.
c. Even then, the Volt "price" is possible only due to massive taxpayer subsidy to the tune of more than half the vehicle's production cost. On the lease deals, the taxpayers are subsidizing 80+% of the true cost! At that rate, why not subsidize 100% and claim the Volt to be less expensive than any other car? New or Used! If you want to argue it's "better," better for whom? Reminds me of the silly sports fans who celebrate their own property taxes being doubled to subsidize professional team owners' brad spanking new stadium.
3. The Volt's battery-only range is a trade-off at the cost of fuel economy when running on ICE (due to weight) and production. 37mpg is something much that less expensive regular cars can achieve on highway. The Volt probably was never meant to go into production until after the government bailout of GM and hence the political need to show something "different." It's like after the taxpayers paid for the stadium, in order to justify the money already wasted, they have to over-pay to get some over-rated star players too.
