1. The Prius PHV base MSRP is $32k, about $8k less than that of the Volt

2. The regular non-plug-in Prius is another $10k or so less expensive.

3. No, I did not say that the Volt has the best battery. It has the most expensive battery pack, if one is interested in stealing battery packs for reselling their component material. It's just like if you are in the business of stealing catalytic converters for precious metal content, target either the biggest SUV's. That does not mean the biggest SUV's are the best cars on the road or even that they have the best catalytic converters. Their cats just have the most precious metal in them.

4. No, the main reason for buying hybrid is not the ability to run off the electric grid (or other electricity generator aside from the one that comes with the car). The overwhelming majority of hybrids sold up to this point can not run off the grid or other source of electricity at all. Conventional hybrids use less fuel than typical ICE-only cars even without pre-charging the batteries before the trip. That is, until cars like Volt and Karma (also taxpayer subsidized) strap on such a heavy battery pack that they actually under-perform conventional ice-only cars when the battery is fully drained, like on long distance driving.

5. Volt's fuel economy is atrocious when the distance traveled is longer than 38miles (and dropping from there as the battery charge capacity drops as time passes by). It only has "advantage" over the PriusPHV for someone who drives precisely more than 11 miles but less than 38 miles every day. PriuisPHV is much more fuel-efficient than Volt when outside this narrow window, or for some reason one forgets to plug the car in overnight.

6. The very fact that the public deems the resources going into making the Volt are worth more than the finished car itself is worth, should give you a hint that the car is quite out of running for any "best" except for best resource waster.
