I don't think you fully appreciate how consumer credit card fraud protection works. You may be liable for little to none of the fraudulent charge, but the merchant may be liable for some or all of it. When you sign up for a merchant account with a bank, you agree to a veritable book of rules which define your rights and liabilities when taking cards. All of them have the same rules, which include a requirement for "best efforts" in verifying a card bearer is the card owner.

If you as a consumer call the issuer and complain about a fraudulent charge, the bank's first call is to the merchant. If the merchant cannot reasonably prove they took efforts to ensure the person using the card was authorized to do so, the bank will not absorb the fraudulent charges. You may get your money bank, but that money comes from the merchant and not from the bank.

Money doesn't appear from nowhere. It comes out of someone's pocket. You can rest assured banks don't give up their money easily, and merchants have a very difficult time proving they took best efforts. Having a firm, enforced policy that includes always checking IDs is a big part of not running afoul of the banks and forcing them to take on these liabilities.
