Reading through these posts it is interesting how different opinions are on this matter. What is more interesting is how many do not know their rights when it comes to a credit card. First let me say that the O.P. is correct. Although I do not work for that particular CC company most of our agreements between the consumer and us and the merchant and us are for the most part the same. When a consumer hands their card to the merchant, the merchant should look at the card, look for the security features, swipe the card, compare the signature on the card to the signature on the sales receipt, then hand the card back. Unless the card is not signed, the merchant should not make it a practice of asking for identification. And the merchant can not make it a requirement for accepting the card. There are certain times when more action may be required, take an imprint, call the CC company, etc. and the merchant is within their rights to do this if they feel there is something not right with the card, sale, or transaction.
Second, no merchant should ever accept an unsigned card or a card that only says "See ID" or "Verify ID". This practice opens the merchant up to possible charge backs and actually makes the credit card invalid. We understand that consumers do this to try to protect themselves from fraudulent charges but what most consumers do not realize is that part of their contract with us is that if the credit card is ever compromised, we will work with them to reverse those charges and issue a new card if necessary. We reserve the right to make the consumer pay the first $50 of those charges but almost never enforce that rule.
Third, CC companies always seem to be the bad guy with the merchant. We will always work with the merchant to avoid charge backs on transactions. The most important aspect of this is that the merchant needs to follow the proper card acceptance procedures. When they deviate from that, fail to check the signatures for instance like in the O.P. case, we will make the merchant responsible. Checking an ID instead of checking the signature on the back of the card is a violation of the agreement. They have to hold up to their agreement, just like the consumer, just like the CC company.
For me personally, when I am using my credit card, I point out to the merchant every time they fail to look at my signature. The few times they ask for ID I also refuse which is within my rights to do so. I do not fell that anyone should be criticized for standing up for their rights or for the terms of the contract they agreed to.
