Well said, Julie. The original poster is correct, and all of the critical comments are rather surprising, considering that he was well within his rights to decline to show ID, and the restaurant manager is the one who is way out in left field by demanding that info. (after thousands of credit card transactions, I can't ever recall being asked for ID as a condition of using a credit card, and certainly never for a modestly-priced restaurant meal)
It's also hard to believe that treating every customer like a potential criminal is a worthwhile business policy for IHOP. Credit card thieves typically purchase high-dollar items that they can easily fence; not pancakes. Also, the business losses in the event of a fraudulent sale are extremely minimal; the marginal cost for a pancake breakfast is a few dollars, at most.
Even if fraud is a significant business problem (doubtful), they should be addressing it by following credit card company anti-fraud guidelines, which do not involve checking ID. (this may be a shocker, but it turns out that fake IDs are extremely easy to obtain, especially by those criminal types who run around with stolen credit cards...)
