I had a VW Beetle that I passed, then it sped up to catch me. No matter how fast or how slow I went, it kept up with me. I finally just got off at one exit, then got back on the highway. I ended up passing the Beetle again, but this time he/she/it didn't chase me. I'd have tried your technique, but I had snows on (rated only to 100 mph), there were no hills in sight, and I didn't want to continue to drive that fast. I had one Dodge Ram that would catch and tailgate me, then I'd pull away but run into traffic, and he'd catch and tailgate me again. Unless you have a clear freeway and are willing to go fast for a long time, then I feel the safer thing is just to get off the freeway and get back on.
