This may not answer your exact question, but there are manufacturers working on a water pump clutch so it is not active at startup. Therefore, the engine warms up faster, and therefore burns less fuel, emissions, etc. Please noter this is not for a C900 Saab, but that doesn't mean we can't steal the idea later....
Increased electrical demand puts greater loads on the alternator, therefore asking for more power from the belts. An audible response to this is a loose PS belt and turning the wheel back and forth.....squeal is from the pump asking for more....
