Then it would stand to reason fitting your code into a fixed amount of space is part of the spec, and a requirement for "on time and under budget," no?
If "filled up" and "room to spare" both get the job done and "room to spare" costs more, then "filled up" is still the better choice. The size of the project doesn't change the approach - getting the job done at a lower cost is *still* the goal of most business. Nothing changes between super computer, office server, or embedded controller. The rules are still the same.
