Sort of. If your module has an expected development life of 5 years or so from launch, you have to protect for the ability to add content in the future. For our industry, at least, it isn't an either/or proposition - it's a "do them both or go home" environment.
In the medium volumes (10k to a million over the life cycle), the walls of space, throughput, and content all converge at about the same rate. Once it's launched, if you want to add some new content it's quite the thrill ride. There are times people work significant overtime for 50 or 100 bytes.
While in general, you're quite right, somehow we end up with Excel needing hundreds of megabytes to open a simple spreadsheet. That ain't right.
