As a buyer, you shouldn't have to pay anything, unless the seller has a strange stipulation that they aren't willing to pay commission. If it comes up, it can always be part of the closing negotiations.
Otherwise, given today's market, everything is negotiable, however, most brokers have an obligation to the company they work for. Typically, the office gets 1.5% from seller, and 1.5% from buyer. That leaves the other 1.5 on both sides for the agent's commission.
You can look for a flat fee broker, otherwise, shop through the For Sale By Owner sites.
I bought my first house through a broker, didn't cost me anything, then sold that house and bought my current house without the use of a broker.
