The high real estate turn-over in the last couple decades was an anomaly, resulting from mortgage interest rate diving from 20+% to under 5% recently. When interest rates rise, the market incentive is to keep old mortgage; i.e. renting from someone already has a low rate mortgage instead of taking out a new one to buy the house from him. The dynamics is similar to property tax caps.
