Here's my "proof" that talking hand-free on a cell phone is different than talking to a passenger. Most people are able to have a quiet conversation with someone in person, but those same people seem to need to speak at the top of their lungs as soon as they're on a cell phone. I don't know if the "talk as loud as I can" part of the brain is connected to distraction and bad driving, but it sure wouldn't surprise me.
