Just like correlation does not equal the presence of causation, inverse correlation does not equal lack of causation.
You're claiming cell phone use when driving doesn't cause fatal accidents, because accident fatalities have been dropping whilst cell phone use has been rising. Seeing as even you can't deny that cell phone use reduces driver concentration, the more logical explanation is this: cars have gotten immensely safer over the years, more than making up for any increase in accident fatalities caused by cell phone use.
Your comments on peer review makes it rather obvious you don't have direct experience with scientific study or peer review.
