I get it, a quick call can make a big difference... I see how you are looking at the test as not having the cell phone use reduce anxiety... of course, some cell phone calls might increase anxiety also!
btw, take my hypothetical numbers above as time integrated... the 30% number you quoted is!
I suspect if nobody used cell phones at all while driving, we'd see lower collision rates, but I doubt the actual difference would be staggering... my commentary was purely hypothetical, to point out the fallacy in your statement.
