the rates of highway fatalities have dropped, despite more miles driven, largely because of safety features being in the majority of cars on the road. As the older cars were replaced with cars that have crumple zones, airbags, and stiffer passenger compartments more people survived accidents. There are fewer and fewer cars from the '80s and '90s (or earlier) on the road and more cars with "modern" designs and equipment. That makes accidents more "survivable." Manufacturers have found that safety sells, so there is more of an effort to design safer cars.

Then there's seat belt use which is up everywhere, due in part to laws.

The combination of these facts makes it no surprise that fatalities have dropped in the past 10 years. But what I haven't seen data on is serious injuries. I suspect those may be higher with modern cars in bad accidents. Where someone might have been killed in an accident in a 1996 model, they would "only" be badly injured in a 2006 model. But that's just a guess.
