David,
First of all, calling yourself a disinterested bystander misses the point and makes me chuckle. You seem to be very invested in one side of this transaction.

Secondly, though I understand your perspective with respect to price gouging, it seems clear from both your side of the story and Chad's that there was no intent on Chad's part to do so. It seems that Anil understood the scarcity of the part and the fact that he contacted Chad supports the fact that the part was, in fact, hard to get at the time of the transaction.

Finally, a price adjustment of $25 to cover shipping costs seems quite reasonable.

I hope things get worked out for the best. At the end of the day, $100 is a small price to pay to get a part that you would otherwise have been waiting an unknown amount of time for... even when that time ends up being very brief. Hind sight is 20/20, and sometimes water must simply pass under the bridge.
