Not at all. In the PN statute, the legislature says it is acceptable to charge up to 19% over the ordinary price without being questioned as having done price gouging during times of state emergency. So you can certainly charge more than normal without getting into trouble. But at some point, the law says there has to be a limit to how much you can charge when there is scarcity. At some level the law decides an overcharge is repugnant to civil society and won't enforce a contract based on the excessiveness of the overcharge.
