Gouging only exists in a declared state of emergency. Our friend here thinks he can twist it by saying the law applies during any shortage of any item (including luxury car parts), because that somehow makes it an emergency.

I'm beginning to think we are the victims of an elaborate prank here. No one can be this obtuse.
