I can't find any reference to price gouging anywhere that applies any time other than following a natural disaster or civil emergency.

Several of the attorneys I work with agree that there is no such thing as "price gouging" at any other time.
Now, I think it'd be great if we could maybe get some funding for Saab from FEMA et al, but I don't think Saab's liquidation actually qualifies as a civil emergency.
