OK, Three-thousandths shouldn't change the CR significantly and if they checked for cracks that covers that. Just to be clear, it's not "camshaft warpage". The cams are straight but will bind in a head that has been carelessly planed off without first being heated and pressed straight because the head journals are out of line. But that's only relevant to heads that are severely warped, not one that's only 0.003" out.
I've driven C900t's that were running really hot but were still boosting as normal. It doesn't sound like your overheating is that extreme; no boiling and the gauge (if it's reliable?) isn't reading very hot. It seems (re-reading your post) that the problem occurs as soon as the car is started and driven, so before it's fully warmed up or hot. Your '87 900 turbo should have full boost as soon as you start it cold (like my '87 t does). Since it doesn't (right?) overheating isn't the cause of the problem.
I'm wondering if the rattling and lack of boost aren't two unrelated issues? Is the rattling continuous as long as you are driving at 8 PSI (or whatever it maxes out at) or is it momentary?
