Jack up one front wheel, car in gear, rotate that wheel to turn the engine. Other front wheel must be on the ground of course. Also, just so we're on the same page, the timing mark is the slash on the plastic, not the round window, that will put you off by a lot. And don't forget that the (running) engine and distributor turn anti-clockwise when viewed from in front of the car. So to advance the timing you turn the distributor clockwise. If you have the stock distributor with the vacuum cam on it then at 16 degrees advanced the can will be virtually flat horizontal, like you could set a beer or a real tiny pizza on it.
