Landjet, 2.5 bar (36 psi) is the "functional" figure here but the pump should certainly exceed that when isolated.
From one of my Saab factory manuals for the 1987 900 turbo:
Switch on the pump and pinch closed the line momentarily. The pressure should be an immediate and marked rise in pressure. The pressure must not be allowed to exceed 6.0 bar (87 psi).
With a gauge in on the input end of the rail, engine off and the pump hot-wired and running the pressure should be 2.5 bar (36 psi) and there should be a rail pressure change directly relative to a vacuum pulled on the fuel pressure regulator. e.g. Pull 0.3 bar vacuum on the FPR and the rail pressure should drop from 2.5 bar to 2.2 bar.
