I don't think there is a choice to verify or not. I would make sure the line on the case and the line on the clutch cover marry up, and that your painted line is on +16. Then, when you pull trigger, use that line to marry up to the correctly positioned line on clutch cover.
Moving the flywheel is as you described, I've used another way -- put in 1st, with the plugs out, and gently move the car forward to get the exposure you need. It's a beastly way to do it, but if it is on flat ground, the effort shouldn't be too bad. This would be if the clutch cover is on. If it's off, then I just use a large blunt screwdriver to gently lever over the flywheel notches.
