I see the boost timing retard function was mentioned once here (I tried to speed read through these posts) but never appears to have been vetted.The cylindrical canister on top of the distributor is the retard mechanism.There is an arm which travels down from this canister which acts on the timing of the distributor during boost. Generally, its not possible/very unlikely for the arm to become unattached from the timing mechanism but if this has happened or your retard function is somehow not working/failed then you will have boost pulled by the APC because of knock. In other words, without the timing retarded during boost, the engine will absolutely have knock somewhere above 6 lbs of boost. If you remove the distributor cap and the plastic cover which resides under the rotor I believe you can check to see if the mechanism is working if you provide PRESSURE to the top of the canister via the vacuum line. If there is no movement then this is part/all of your issue. The retard canister can be removed to check function as well but is probably best re-installed with the distributor removed from the block. This insures the "arm" correctly mates up with the timing mechanism.
