I agree that testing standards could be better / different, but you can't compare mileage of different cars without using the same controlled testing method.
I could claim to get better mileage than a modern diesel car with my old 9000, if I were to use mileage I achieved by going slowly with a tailwind and compared that to the other car's EPA numbers. This is basically what Norm9-5 is doing.
