It's basic physics...
torque = force * distance, so yes, changing the gear ratio changes the torque to the wheels (that's why cars have transmissions)... but, for a motor, "torque" is effectively a measure of the force it can apply (as a function of rpm) at a standardized gear ratio.
power = torque * angular velocity (motor speed, ie rpms) for a rotational system. So the two are directly related. You can see that in torque/power curves. (speed and acceleration are also not separable - acceleration is just the derivative of speed).
Imho, when people talk about a car and driving torque, what really matters is the shape of the torque curve: a flat torque curve with a wide power band gives more oomph in a given gear. A peaky torque curve requires the engine to rev higher to get the power to accelerate the car. And in turn, it needs more gears to smoothly accommodate the narrow power band. Turbos, diesels, electric motors all have flatter torque curves, and to me that is a desirable characteristic. Actually, even the older NA saab engines also had relatively flat torque curves... that's partly why a c900 can almost get away with a 3 speed automatic (that performs as well as a 4 speed in a peaky subaru engine)... but the NA's of course didn't have the same oomph as the turbos (or the same breath of flatness)...
