Here in Europe most diesels average ~48 mpg in official numbers (more if you're highway cruising) and the more fuel efficient cars like the BMW 320ED averages 57 mpg (again official numbers). So even if a gasoline turbo 4 averaged 40 mpg officially, which they don't, they aren't even close to the diesels.
Again, like previously stated, comparing cars using anecdotal numbers like achieving 38 mpg on the highway is a waste of time. Driving the same way in a modern diesel you'd be getting 15-20 mpg more...
As for performance, the 330D in European trim is faster than the 328i. It does 0-62 mph in 5.6 seconds (328i does it in 5.9secs). It has both more hp and *a lot* more torque. It's official highway mileage is 55 mpg and average is 48 mpg.
