Glad to hear of another 99 driver/restorer out there! Much was gained in
the evolution to the 900, but some subtle things were lost.....(see mine in
the TSN rogues gallery, or whatever we call it).
Sounds like you're doing all the right stuff - here are a few bits of my
experience which I hope will save you some trouble:

- Can't offer a lot of advice on moving to the 900 interior as I have 'this
original thing', but please be careful in mounting provisions for the front
seats. I recall having looked at this 8 or 9 years ago and concluding that
some fabricating/welding would be needed - this gets into a
structural/safety issue!

- As far as the dashboard pad is concerned, whatever you decide to do, DO
IT WHILE THE WINDSHIELD IS OUT! This will be infinitely easier than
trying to peel, scrape, stretch, etc. inside the 'fishbowl'. I don't know
that you will have a lot of luck re-gluing the existing pad as it suffers
the same fate as the headliners. There's a layer of foam between the vinyl
surface and the backing that deteriorates to dust, and glue won't hold in
there. Try to find a good used one or even look into buying a new one
(hey, I got one in '92 for only $145!), but again, do it while the
windshield is out.

- The rear seat belt upper anchors are indeed already there in the '78 99
and will accept the later 900 3-point rear belts complete. I believe you
will have to replace the buckles also as the latches are different, but I
have all the parts in a box and have at least done the layout to confirm
that everything fits - let me know how it works out as I need to do mine
this winter so my kids can ride in the 99!
