Cruise Control

I'm about to attack the cruise control on my '85 900T. It has never worked
in the 4 years I've had it. Two main questions: What's the most direct
route to get at the vacuum connections at the pedals? What and how do I
take off? If I suck on the hose at the pump on the inner fender I get no
resistance, so I'm pretty sure part of the problem is the pedal hoses.
Also, when I turn on the cruise on the stalk the pump doesn't go on. Am I
right that that's normal, that it won't kick on until the car is going so
many mph? Gratefuly accepting any and all hints, thanks.
