My money is on the control pressure regulator but first do the rest of
your homework.

Our old CIS cars are very sensitive to air leaks so check and double check
your vacuum lines and consider replacing all of them with new 3.5mm
silicone vacuum line.

Do a nice high pressure injector flush (procedure in the Bentley manual).

Wash off the mass airflow plate while you're doing the flush.

Possibly one of these things will cure your ills but my money is still on
the control pressure regulator.

Do not heed those who will tell you to remove the control pressure
regulator and adjust the internal screw which activates the bi-metal
strip, at least don't do that unless your AAA membership is paid up. Ask
me how I know this.

After I ruled out everything else on my '84T including an unnecessary set
of new fuel injectors, I bought a rebuilt control pressure regulator from
Chip Lamb at West of Sweden and magically, 95% of my '84's drivability
problems disappeared.
