Based upon the information you've provided I'd place my money on the engine
coolant tempature sensor being bad. It's a resistive element that drops its
resistance as the temperature rises (negative tempature coefficient or NTC).
Replacement is as easy as it looks. The part shouldn't be too expensive
($10-$20).

I checked the shop manual I have for my wife's 9000; it covers years
1985-1996. The engine coolant tempature sensor has the following
characteristics that you can use as a reference:

32 F degrees 5,800 ohms plus or minus 10%
68 F degrees 2,600 ohms plus or minus 7%
176 F degrees 320 ohms plus or minus 5%

Part numbers referenced include:

93 57 021 (Bosch 0280130026)
87 88 200 (Bosch 0280130032) This design uses two parallel circuits (2 pin
connector). The values shown are for each circuit)

Yes, it could be a bad gauge (uncommon). Or it could be an intermitten short
in the wiring to some other circuit (one in a million).
