Re 18614, a voltmeter is not much of a load, it only measures voltage, it
will not show high resistance connections (poor ability to carry current for
a load). It probably takes at least and amp or two of current at 12 volts to
run the motor, you have to have both. Try putting the meter across the pump
while connected to the harness while energized and you probably will see only
a few volts, not enough to run it. That means either the feed side from the
battery has a weak connection somewhere, or the ground side back to the
battery has a weak one. Now hook the - (minus) side of the meter to the
negative pole of the battery and check the voltage at each the connections at
the pump. The ground side of the pump should read close to zero volts and
the positive side should be up around 12. If ground side reads high, poor
ground, if supply side is low, poor supply connection (switch, fuse etc.)
