Trailer Hitch Wiring

I have a '97 900S with a factory hitch (dealer installed). Tried to
rent a UHaul utility trailer today and we couldn't get the brake lights
to work. Everything else worked fine, but there was no voltage on the
appropriate place on the trailer wiring. The Uhaul guy said that maybe
it was a stuck relay, but then said that they aren't allowed to touch
Saabs.

Anyway, any thoughts on what this is likely to be? Something I could
deal with myself? I am reasonably handy with cars, but have never dealt
with trailer wiring. It's worked fine any number of times in the past.
All assistance appreciated.
